On November 9, 1998 Federico Mayor, Director General, UNESCO and Nella Pruss, Rector of the University of Management "TISBI" (then Tatar Institute for Promotion of Business) signed an agreement on establishment of the UNESCO Chair.

 

Among the members of the Chair are representatives of governmental structures, business community, public organizations, leading specialists of the University of Management “TISBI” and researchers of the Republic of Tatarstan.

 

Chair’s name "Training and Retraining of Specialists under Market Economy Conditions" reveals the content of its activities: educational programs give extended education in parallel with the basic course; the project "UNESCO and Youth" includes educational aspects, research activities are focused on the study and analysis of the experience of the countries with developed market economy in training and retraining of specialists, on clarifying the value orientations of the people in education, professional references, educational motivation. 

 

The UNESCO Chair of the University of Management “TISBI”, being a participant of UNITWIN program, is one of 60 UNESCO Chairs in the Russian Federation and is the one in the Republic of Tatarstan. The direction, chose by the Chair "Training and Retraining of Specialists under Market Economy Conditions" is unique among others Russian UNESCO Chairs.

 

Being international educational and scientific centre with the obligatory system of connection with similar Chairs and other educational and scientific institutions in the country and abroad, the Chair aimed at international educational and scientific cooperation with corresponding UNESCO Chairs all over the world, educational and scientific institutions in Russia, the CIS countries and other regions of the world. 

 

The objectives of the UNESCO Chair are:

 

  • Organization of continuous basic courses, summer schools, retraining and enhancement of adult education
  • Organization of courses on extended vocational courses for students in order to ensure their competitiveness in the labor market;
  • Research work for studying the experience of other countries in the sphere of training and retraining of specialists under market economy conditions and for studying of labor market in the Republic of Tatarstan.
  • In recent years the work of UNESCO Chair was carried out in the following directions:
  • Development and implementation of educational projects in the framework of UNESCO programs in Russia "UNITWIN/UNESCO Chair" and "Life-long Education and Adults’ Learning”;
  • Research activity in the framework of principal UNESCO programs in field of science in Russia "Reformation of Russian science and support of Russian Science Academy” and “Management of Social Transformation”;
  • Development of the Institute of social partnership in education;
  • Broadening of cooperation between UNESCO Chairs and international relations in education;
  • Implementation of the project “UNESCO Chair to the City”, dedicated to Kazan millennium ( jointly with the administration of Kazan);
  • Implementation of the project “UNESCO Associated schools” (ASPnet);
  • Cultural and educational work in the framework of programs “UNESCO and Youth” and “World Culture”.

 

International UNESCO Chair pays great attention to network development of UNESCO Chairs, which start was given at the International Forum of UNESCO Chairs in Paris (France) in November, 2002.

 

Today are signed agreements on establishment of the branches of the UNESCO Chair of the University of Management “TISBI” in Nizhniy Novgorod, Ulyanovsk, Cheboksary, Ufa, Rostov-on-Don, Vladikavkaz, Samara and other cities. It gives the opportunity for the Chair to exchange ideas, projects in the sphere of adults’ learning, science and culture.

 

UNESCO Chair of the University of Management “TISBI” actively cooperates within mentioned UNESCO programs with international Chairs of Kazakhstan, Ukraine, Belarus, Kirgizia, as well as Moscow and Saint-Petersburg in such directions as:

 

Social partnership in adults’ education;

 

  • Training of all categories of adult population;
  • Extended training of disabled;
  • Modern educational technologies in adult’s training;
  • Widening of adults’ participation in educational management;
  • Training of specialists working in cross-sectoral space.
  • General ideology of the UNESCO Chair of the University of Management “TISBI” is education quality and enhancement of the training process, use of efficient technologies focused on adults.
  • In 2002 within Russian-Holland project there was carried out the work on self-esteem of the University of Management “TISBI” under the guidance of the Centre of Study Higher Education Quality Strategy (The Netherlands).
  • Presently the Chair conducts social researches, focused on the issue "Life Quality – Education Quality”.
  • The UNESCO Chair organizes planed training and systematic retraining of teaching staff for quality management. Rector of the University Nella Pruss takes part in international symposiums for quality problems (Brussels, Amsterdam, Viena). 
  • In the framework of this direction the UNESCO Chair annually holds methodological seminars for teachers and Universities’ employees, heads of educational institutions.

 

The following scientific laboratories are created and function on the basis of the Chair

 

  • Regional aspects of innovative economy development of the Republic of Tatarstan and the Russian Federation;
  • Traditions and innovations in business, government and society interaction;
  • Preservation and development of human capital;
  • UNESCO and Youth.

 

Law clinic works on the basis of the Chair. Legal services are free and provided by students-volunteers from Law departments of city’s Universities.

 

The Chair’s priority is development and implementation of educational programs for different people categories. More than 5 thousand people got new professions and extended education: handicapped, unemployed, businessmen, young people. UNESCO Chair gives the opportunity to undertake training and retraining for taxes and levies specialists, guides, restaurants and hotels specialists.

 

International Chair “Training and Retraining of Specialists under Market Economy Conditions” gives the opportunity for the students to get UNESCO International certificate of extended education. Within the agreement with American company Global Language Service (GLS) TISBI diploma is evaluated and the University of Management “TISBI” included on the International universities’ guide.

 

Under UNESCO auspices the Chair regularly holds international conferences, seminars, youth forums, round-tables with participation of prominent scientists, figures culture and education of the world, members of the government of the Republic of Tatarstan and the Russian Federation.

 

The following conferences have been held under the aegis of the UNESCO Chair during the last 15 years of the Chair’s existence:

  • “Integration of the National Higher Learning School in the World Educational Area” (2003) devoted to Kazan Millennium celebration and the UNESCO Chair’s fifth anniversary  
  • “Globalization and the National Identity” with participation of Tatar and Japanese information and cultural center Sakura (2003)
  • “The Youth and the World Heritage” devoted to Kazan Millennium Celebration (2003)
  • “Education for Sustainable Development” with participation of the UNESCO representatives, UNESCO Chairholders from Russia and abroad (2002)
  • “Education, Employment and Career: Strategy and Tactics” (2002).

 

Days of Tatar, Russian, English, Arabian, Turkish, Chinese and Latin-American cultures are held annually within the UNESCO program "World Culture". The program “Decades of TISBI National Cultures” is carried out since 2001-2002 academic year.  Students of 26 different nationalities study at the University and every expat community annually holds Ethnical Culture Festival.

 

The work of the UNESCO Chair is carried out in accordance with UNESCO main principles and mission and implemented through its project activities.
